Job Description
CLS is looking for an experienced Right of Way Supervisor local to Las Vegas, NV. This position is responsible for the field Right-of-Way supervision of a project and must exhibit superior leadership skills. They oversee the activities of all project personnel involved in survey permission, acquisition, and construction support. Responsible for making recommendations as to the hiring, firing, advancement, promotion, or any other change of status of project personnel.
Essential Duties and Responsibilities include but are not limited to:
- May be responsible for overseeing the activities of the Title Supervisor, Lead Administrative Land Specialist, and all agents, locally hired administrative personnel and other CLS employees and subcontractors assigned to the project.
- Responsible for purchasing property by negotiating with the property owners, analyzing property appraisals, and making recommendations to the client using real estate practices, legal concepts, governmental standards and regulations.
- Represent the client in complex negotiations with property owners and attorneys.
- Responsible for recommending to the client whether a reasonable compromise is likely and further negotiations should be pursued or whether to pursue condemnation litigation.
- Responsible for recommending payment increases to the client if the property owner has a legitimate basis for seeking a substantially higher amount.
- Responsible for preparing lawsuit packages for condemnation proceedings, assisting the client’s attorney, and serving as an expert witness in mediation or trial if the negotiation process fails.
- Responsible for project updates to Officer in Charge as well as updates to the client.
- Responsible for ensuring that personnel complete tasks as assigned.
- Disciplines employees who are not performing up to standards.
- May be called upon to become involved in detailed acquisition negotiations, as the situation dictates.
Accountability:
- This position is responsible for working with all office staff, ensuring a healthy work environment and the satisfaction of all staff.
- Must be able to work effectively and professionally with all involved in the project including project employees, landowners, the client and CLS management.
Supervisory Responsibilities:
- Responsible for the oversight of all Right-of-Way work on the project.
- Will be tasked with overseeing the activities of all project personnel involved Right-of-Way activities including survey permission, acquisition and construction support.
- Will carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Qualification Requirements (minimum and preferred requirements):
- Must have 2-5+ years of Right of Way experience.
- Must have 1-3+ years of Supervisory experience.
- Must be local to Las Vegas, NV.
Education:
- Bachelor’s degree from four-year college or university and seven or more years of Right-of-Way experience; or equivalent combination of education and experience.
Experience:
- Extensive experience with and understanding of negotiation and acquisition principles, land title, Right-of-Way documents and CLS policies and operating practices.
- Basic knowledge of construction specifications, procedures and requirements; legal considerations and implications; training principles; and mapping and drafting interpretation.
Licensing:
- Must have valid driver’s license.
- Must maintain minimum automobile liability insurance in the amount of $100,000/$300,000/$100,000.
Language Skills:
- Requires excellent oral and written communication and presentation skills.
- Must be able to write clearly and concisely to prepare reports, specifications and correspondence.
Mathematical Skills:
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, percentages and decimals.
Reasoning Ability:
- Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.
- Ability to deal with problems involving several variables in standardized situations.
Other Skills and Abilities:
- Ability to be a team player.
- Ability to be flexible, assisting employees when and where assistance is needed.
- Intermediate computer skills and familiarity with general PC operation.
- Intermediate software skills with all Microsoft office applications.
- Ability to learn computer programs quickly.
Status: Exempt
Pay: Salaried position with a day rate component of $375+/day (depending on experience)
